This year, Habitat for Humanity of Omaha tracked more than 30 housing-related bills. We prioritized seven — and we’re proud to share that all seven passed!
Three stand out as game-changers:
First-Time Homebuyer Savings Accounts (LB938, amended into LB803)
Creates tax-advantaged savings accounts to help reduce upfront barriers to homeownership. This legislation makes it easier for Nebraskans to save for their first home by creating dedicated savings accounts with income tax advantages — helping address one of the biggest barriers to homeownership.
Affordable Housing Funding (LB1067)
A modest $1 increase in the documentary stamp fee on real estate transactions will generate an estimated $13 million for affordable housing grants — creating a new, sustainable funding stream for communities across the state.
Innovative Infrastructure Financing (LB1130, amended into LB1114)
This bill provides another tool for developers, homeowners associations, and neighborhoods to pay for roads, utilities, and other basic infrastructure. It allows communities to use a new financing tool, Community Improvement Districts (CIDs) in more places, including outside city limits. By lowering the upfront cost of development through a longer period for Tax Increment Financing, the bill makes new housing projects more realistic and helps cover essentials like streets, sidewalks, lighting, and utilities.
